There are many open wards, for non-violent types. Bedlam is set in green fields and open parkland in the outer suburbs of London. Jeremy's problem is not that he's violent or aggresive, merely that he has been known to go 'walkies' from time to time. He seems constitutionally unable to cope with being told what to do: a dislike of authority, if you like.
He normally lives in sheltered accomodation within the ordinary community; and is a mad, though not unhappy member of it, existing perfectly happily in society at large.
His madness is real but not, I would think, dangerous.
To me, locking him away doesn't seem the right way of dealing with him, but I'm no expert.
