Tax payers do invest money towards the education system. The people in power stiff the tax payers and put it into secret government programs, military funding, and right into their own pockets. There was a big to-do going on in NYC the past few years I think regarding some high level politicians who were stealing tax payers money for their own purposes. Which led to drastic education cuts. Why education cuts? Why not cuts on something else? It's all due to the fact the people in power knowing it's only a short term situation, so they grasp at everything they can before the power leaves.
