I'm going to side with Koo actually - and I'm really thinking that the Japanese solution sounds relatively smart.
and in further rambling: Japan has problems historically with bureaucratic complexity, crony-ism and various forms of similar problems - and from what I've heard, so does Britain. (so does Canada actually, although it's emphatically not centralized here). I've wanted to move to Japan since the 80s... some of the time.
