It's so sad that this still goes on. And Bush thinks the way to help African women is to teach them abstinence.

for after all : slavery is still fading out in the US too...
It hasn't been legal in that country in more than a century - but people are still charged with it.

No reason whatever. However, the 'notion' of a 21st century isn't merely one of an arbitrary date, especially not in rhetorical usage.
