This is what budget cuts after a decade of austerity does to the outlying regions.

And this is what bailing out the financial system has cost folk in places like these, and therefore society as a whole. The laws of the land are now selectively enforceable dependent on district. Just how is that at all in the national interest? Our governing class really have missed the point. No wonder all the neo-Fascists are recruiting like mad.
This indicates a catastrophic failure of government. May I repeat that, A catastrophic failure of government, suitable only for a third-world country, and not for the fifth largest economy in the world. This is a shame on the past decade of government; but is only the latest and most obvious symptom of the abdication from the integral responsibilities of government that the last few administrations have gotten away with. We can sideshow this while we talk about Brexit. But it will come home to roost.

If that selectivity has a local political weighting, who can blame local parties for taking advantage of it. This is the obvious point about bringing in elected police commissioners in various parts of the country.
Of course, some of us notice, not that it matters.
